This Level 3 qualification develops the practical knowledge and capability required to assess risk, strengthen organisational preparedness, implement protective security measures and support effective planning and response within Enhanced Tier venues and events.
Delivered by Explosive Learning Solutions (ELS), this nationally recognised qualification is awarded by Skills for Justice Awards and has been developed in collaboration with the National Counter Terrorism Security Office (NaCTSO). It provides learners with the knowledge, skills and understanding to assess threats, identify vulnerabilities and apply effective protective security measures within their organisation.
Supporting Martyn’s Law Compliance
Under the Terrorism (Protection of Premises) Act 2025 (Martyn’s Law), qualifying premises and events have legal duties to consider the risk of terrorist attacks and implement proportionate protective security and preparedness measures.
For premises and events with a capacity of 800+ people (Enhanced Tier), responsible persons must ensure staff understand terrorism risks and appropriate response procedures.
This level 3 course provides the knowledge and awareness required to support those obligations through training.
