Managing Successful Programmes (MSP) Foundation & Practitioner Course

MSP represents proven programme management best practice in the successful delivery of transformational change through the application of programme management.

MSP Framework:
The MSP framework is based on three core concepts:

  • MSP Principles. These are derived from positive and negative lessons learned from programme experiences. They are the common factors that underpin the success of any transformational change.
  • MSP Governance Themes. These define an organization's approach to programme management. They allow an organization to put in place the right leadership, delivery team, organization structures and controls, giving the best chance for success.
  • MSP Transformational Flow. This provides a route through the lifecycle of a programme from its conception through to the delivery of the new capability, outcomes and benefits.


Who is Foundation for?
Members of a programme office, business change team members, project delivery team.
Members, anyone who needs to understand the terminology and concepts underpinning MSP.
Those wishing to pursue higher level qualifications (e.g. programme managers, business
change managers (BCMs) and senior responsible owners (SROs).

What are the key things you will learn?
Distinguishing between projects and programmes.
How to identify the MSP defined types of programme and their characteristics.
The benefits of applying the MSP guidance to the management of a programme of transformational change.
The purpose and areas of focus of the defined roles.
The purpose of the seven MSP principles, the nine governance themes and the six transformational flow processes.
Thee purpose of MSP programme information (documents).

Exam format:
Multiple choice
75 questions per paper with 1 mark available per question
5 questions to be trial and not counted in scores
35 marks required to pass (out of 70 available) - 50%
60 minutes duration
Closed book


Who is Practitioner for?
Project managers, BCMs, experts and advisers working within a programme office and other specialist/governance roles involved in supporting programmes following the MSP guidance together with those wishing to pursue higher level qualifications (e.g. programme managers). This level is also suitable for SROs.

What are the key things you will learn?
How to identify additional value as a result of managing the described change as an MSP programme.
Applying each of the MSP principles, the governance themes and the transformational flow processes and their activities.
The relationship between the MSP principles, governance themes, the transformational flow, programme information (documents) and the MSP defined programme management roles.
How to produce and evaluate examples of MSP programme information (documents).

Exam format:
Objective testing
8 questions per paper
40 marks required to pass (out of 80 available) - 50%
Two-and-a-half hours duration
Open-book (only the MSP Guide is allowed)

Advanced Practitioner

What is required?
MSP Foundation certificate.
MSP Practitioner certificate.

Who is Practitioner for?
Including but not limited to: SROs, programme managers, those appointed to lead a portfolio or programme support function, BCMs and other programme support and management professionals.

What are the key things you will learn?
How to determine whether MSP is an appropriate framework for an identified change initiative.
Justifying specific activities that should be undertaken by each of the defined MSP rolesduring each of the processes of the transformational flow.
How to produce, evaluate and suggest improvements to examples of MSP programmeinformation (documents).
How to evaluate the effectiveness of the application of each of the MSP principles, thegovernance themes and the transformational flow processes.
How to adapt the programme’s approach to the governance themes to the needs of both thewider programme environment and the sponsoring organization.
How to learn from experience and, as a result, propose alternative approaches that wouldimprove the effectiveness of the application of each of the MSP principles, thegovernance themes and the transformational flow processes.

Exam format:
Essay based
up to 3 questions per paper, 75 marks available in total
38 marks required to pass (out of 75 available) - 50%
Three hours duration
Open-book (other material in the form of course notes, examples, copies of presentations, etc. can be used during this examination but no electronic aids, such as laptops, may be used)

Practitioner and Advanced Practitioner Re-registration

If you are an MSP Practitioner or Advanced Practitioner you are required to sit an additional re-registration examination within three to five years of your original certification in order to retain the accreditation.

You will only be required to sit the re-registration exam for the highest level of qualification you have achieved. For example, if you currently hold the Advanced Practitioner certificate you would only be required to take the re-registration exam for this level.

Exam format:
3 questions, with a scenario background and appendices
Each of the 3 questions is worth 10 marks
An overall score of 15 out of a possible 30 is required to pass
One hour 15 minutes duration
Open-book (only the MSP Guide is allowed)

Advanced Re-Registration Exam:
A 2000 - 4000 word "dissertation" (suggested target 2500 words) on a specific subject (selected from a range of topics) demonstrating application of MSP.

This should be based on a real-life programme that the candidate has worked within. If this is not possible (if a candidate has not recently worked within a programme or their programme contains classified information), it would be acceptable to base it on the Advanced Practitioner Case Study "MSP Care".

There are no time restrictions imposed on this dissertation.

The dissertation will be marked out of a possible 75 marks with 38 marks (50%) required to achieve a pass. Instead of the re-registration paper, a candidate could choose to re-sit the full Advanced Practitioner examination to re-register at this level.
